Well, since I have work to do, I just spent a few minutes trying to convert all the outer numbers to letters (on the assumption that the access codes are words -- not numbers, mixed alphanumerics or nonsense strings). The process was to MOD26 the numbers starting at the top of each ring and moving clockwise, which resulted in (lead 0's added for spacing):

None of this is especially promising, and since I did the MOD26 and ROT15 by hand/head, I may have some errors. The 0's (which I translated as underscores) are troubling, too. They don't convert to letters.

It occurs to me that with eight numbers in each ring, we could be looking at something that will translate into bytes. I converted them into hexadecimal and got the following (again, running clockwise from the top):
