Its deceptively simple, and probably mentioned before....
Let us assume that the puzzle is indeed a masonic cipher. The trouble is, the symbol is useless unless we have an appropriate masonic table to decode it. Most that i've seen scattered about utilitze some kind of keyword followed by the rest of the alphabet. Perhaps the small 'I' in the center is this key. Start filling out the masonic table with the letter eye, the cipher now decodes to the letter 'N'.
