This is an interesting point, but I think the puzzle may be simpler than that. If we go back to the very first assumption, that these are Roman numberals C and I, then the interpretation according to your theory is "1 in 100" or the first of "hundred"...

so G1 would be H. I don't know if anyone has proposed this before, but if not... we've all lost a step. 8-)
