I'm beginning to think that the symbol inside glyph 1 is not a C. To convince you, observe the letters in the other glyphs (or the letter C in G4): they are "rounded" letters. Thus, if that were a 'C', it would have been drawn with round edges. This leaves us with tic-tac-toe games, probably...
