Perhaps it simply refers to the code itself. I know this is in blatant disregard of the three tic-tac-toe game hint, and perhaps it's too simple, but here goes.
The "I" could simply refer to the dot. I'm sure there are multiple versions of the cipher out there, so it's plausible. If this was literally interpreted in the code, then:
G1 = O (as in the letter)
That seems too simple, but it's worth proposing.
