For the 80 millionth time:

This puzzle was created by, and for, bungie.org. Bungie Studios had NOTHING to do with the puzzle itself - we approached them with an idea, and they agreed to help with the end result.

The puzzle is NOT taking ANY time away from ANY Bungie Studios employee that would be put to better use building Halo (or any other Bungie game).

Of course, I can't guarantee that there aren't any employees working on solving the puzzle in their spare time... but that's not really what you asked, is it? :)
